SharePoint 2013 Recycle Bin Settings


Navigate to Central Admin > Manage Web Application > From the menu, Select General Settings

Recycle Bin Status: On
Delete items in the Recycle Bin after 30 days.
Second stage Recycle Bin: Add 50 percent of live site quota for Second stage deleted items.


If the 2nd stage recycle bin reaches its quota limit, older items will be overwritten to accommodate items moved from the 1st stage. It means it will continue to expand until the disk runs out of size


This means that for example if the site has 1000MB quota limit, then 500MB (50% ) is allocated as storage for the 2ndstage recycle bin.

To see the total Storage:
SP Designer > Total Storage used: 47.19 MB
 
If no site quota has been set, there is no limit on the size of the second-stage Recycle Bin.
To Configure Quota and Locks,  Go to Central Admin > Application Management  > Configure Quota and Locks
Then Set Quota or use a quota template.
